    Ombudsman finds meetings of convicts with relatives disproportionately restricted in Kaunas Remand Prison

    The flawed practice of Kaunas Remand Prison officers, following which convicted persons are not allowed to use washing machine free of charge if they are visited by relatives, drew the attention of the Seimas Ombudsman of Lithuania, Augustinas Normantas. It turned out that officials did not provide the convict with the necessary articles for personal hygiene even after the convict was declared insolvent.

    Queensland Ombudsman presents Annual Report 2018-19

    The Office of the Queensland Ombudsman of Australia continues to contribute strongly to fair and accountable public administration in Queensland. The recently released annual report for 2018-19 highlights its role in assessing and investigating complaints. The Office finalised 7,831 complaints and completed 1,255 investigations. Of these, 192 investigations resulted in the rectification of an issue, which is where the Ombudsman recommends an agency change a decision or action as a result of a complaint.

    Ombudsman requests Constitutional Court to review constitutionality of statute establishing a general obligation to retain telecommunications data

    The Ombudsman has asked the Constitutional Court to review the constitutionality of Articles 4, 6 and 9 of Law 32/2008 of 17 July, which transposes Directive 2006/24/EC of the European Parliament and of the Council of 15 March, concerning the conservation of data generated or processed in connection with the provision of publicly available electronic communications services or public communications networks.

    Danish Parliamentary Ombudsman becomes new Supreme Court Justice

    In September this year, the Danish Supreme Court announced that the Parliamentary Ombudsman, Mr. Jørgen Steen Sørensen, had passed the test required to become a Supreme Court Justice. This means that Ombudsman Sørensen will take up his post as a Justice in the Danish Supreme Court on 1 November 2019.

    Annual Report highlights a pleasing year

    Public sector agencies are increasingly making use of advice and resources from the Ombudsman. In the Chief Ombudsman’s latest Annual Report, contacts for advice increased by 29%, while more use was being made of guidance material, including the 23 new or updated guides that were published in the 2018/19 year.

    Successfully closed IOI Europe Workshop on General Data Protection Regulation

    From 16 to 17 October 2019 an IOI Europe workshop was held in Riga (Latvia).The workshop focused on the EU’s General Data Protection Regulation and the different aspects to be considered by human rights institutions in their work. The workshop consisted of three sessions: GDPR and supervision, GDPR at national level and GDPR and individual.

    Serious deficiencies in accessibility - polling stations were not accessible for wheelchairs

    At the request of Parliamentary Ombudsman of Finland, Petri Jääskeläinen, two officials from the Office of the Ombudsman of Finland performed unannounced inspections at the polling stations of eight municipalities in the region of Southern Finland during the European election day on 26 May. The purpose of the inspections was to determine the accessibility of polling stations, the possibilities for inclusion of persons with disabilities, and the realisation of the secrecy of the polls. One of the official conducting the inspection used a wheelchair.

    Constitutional Court bans automatic licence plate recognition

    Acting on a petition by the Human Rights Ombudsman of the Republic of Slovenia, the Constitutional Court of the Republic of Slovenia has annulled legislation which allowed police to use systems for automatic license plate recognition (ANPR). The said legislation, such as it was, contravened the constitutional right to protection of personal data. The now-annulled provisions were introduced into the Police Tasks And Powers Act in February 2017 and the Ombudsman filed the said constitutional challenge of legislation in question later that same year.

    NPM recommends more unified regulation and implementation of rules in residential care institutions

    In June, the national preventive mechanism (NPM) of Slovenia conducted unannounced content-specific visits of four institutions and several residential groups providing education programmes for children and adolescents with emotional and behavioural disorders. On several occasions during its previous visits, the NPM had found that the institutions had different rules of behaviour and conduct and procedures for taking educational measures in the event of their violation. Therefore it decided to examine the situation.

    Control Yuan hosted 31st APOR Conference

    The Control Yuan hosted the 31st Australasian and Pacific Ombudsman Region (APOR) Conference in Taipei City from 25 - 27 September 2019. The gathering included a work shop on “The Ombudsman’s Role in Human Rights Protection” on 26 September, during which APOR member representatives and foreign guests were invited to share their professional insights and experience as well as case studies.

    FRA calls for solutions towards humane and effective migration

    The European Union Agency for Fundamental Rights (FRA) called for humane and effective solutions in migration issues on International Migrants Day on 18 December. FRA highlighted that in 2019, migrants globally will top an estimated 272 million, of which many move by choice. However, many others flee armed conflict, persecution, or serious human rights violations. In 2018, the number of forcibly displaced people broke 70 million for the first time ever.

    Ombudsman Hong Kong probes Leisure and Cultural Services Department’s arrangements

    On August 14, the Ombudsman Ms Winnie Chiu announced a direct investigation to examine the arrangements of the Leisure and Cultural Services Department (LCSD) for depositing layout plans of public pleasure grounds in the Land Registry (LR).
