    NPM visited 21 places of detention until August

    From the beginning of this year until mid-August, the National Prevention Mechanism (NPM) of Portugal has carried out 21 monitoring visits to places of deprivation of liberty. Of the 21 visits made, 13 went to prisons, four to Temporary Settlement Centers and Matched Spaces (EECIT), two to Educational Centers and two to places of detention by the police.

    Ombudsman urges action on outstanding recommendations

    The Ombudsman has called for a formal mechanism to be put in place to compel the public administration to act upon his recommendations. This comes as a number of public service providers failed to act upon the recommendations made in respect of five complaints lodged with the Ombudsman’s office. These involve the Gibraltar Electricity Authority, the Gibraltar Health Authority, the Housing Authority and the Driver and Licensing department.

    IOI Europe quadrennial conference - papers available online

    On the occasion of its 20th anniversary, the Office of Federal Ombudsman of Belgium hosted the quadrennial conference of the IOI’s European Region in Brussels in October 2018. The event invited Ombudsman colleagues to discuss “The Ombudsman in an open and participatory society”. Conference presentations and papers are now available online in the “Member Area” of the IOI website.

    Ombudsman requests Constitutional Court to review constitutionality of statute establishing a general obligation to retain telecommunications data

    The Ombudsman has asked the Constitutional Court to review the constitutionality of Articles 4, 6 and 9 of Law 32/2008 of 17 July, which transposes Directive 2006/24/EC of the European Parliament and of the Council of 15 March, concerning the conservation of data generated or processed in connection with the provision of publicly available electronic communications services or public communications networks.

    How do complaints affect those complained about?

    Research into the effects of complaints on public service employees was carried out by Dr Chris Gill (University of Glasgow) and Carolyn Hirst (Hirstworks), in partnership with Queen Margaret University and the University of West of Scotland. The findings of the original research contributed to the production of “Being Complained About – Good Practice Guidelines”, a document which aims to improve the way in which organisations handle complaints by focusing on supporting staff members who have been complained about.

    El Comité de Asuntos de Transportes y Adquisiciones del Yuan de Control supervisa el Puerto de Taipei y la empresa Chunghwa Post

    El puerto de Taipei es el puerto más grande de contenedores oceánicos del norte de Taiwán, siendo también una de las siete zonas portuarias de libre comercio de todo el país. El Comité de Asuntos de Transportes y Adquisiciones del Yuan de Control se dirigió a la zona portuaria para conocer la situación sobre las operaciones de logística y almacenamiento. This edition of the Poldershop is about how Ombudsman assess the actions of the government and on what basis they reach their decisions. Input and results from this Poldershop will inform an IOI Best Practice Paper to be published next year.

    AOMA condemns xenophobic violence against migrant African-owned businesses in South Africa

    The African Ombudsman and Mediators Association (AOMA) expresses its concern over the ongoing xenophobic attacks in South Africa, where widespread looting and torching of foreign-owned African shops have been reported in Johannesburg and in Pretoria a few days earlier. AOMA urges the use of diplomatic channels by African governments in finding a workable solution for all citizens of Africa affected by the violence.
