    Ombuds institutions, good governance and the international human rights system

    The second revised edition of a book by Linda C. Reif, now called "Ombuds Institutions, Good Governance and the International Human Rights System" has recently been published by Brill Nijhoff. This book uses comparative law and comparative international law approaches to explore the role of human rights ombuds, classic-based ombuds and other types of ombuds institutions in human rights protection and promotion, their methods of application of international and domestic human rights law and their roles in strengthening good governance.

    UN resolution on the role of the Ombudsman

    The International Ombudsman Institute is very happy to report that the UN resolution on the role of the Ombudsman (A/RES/72/186) was adopted by consensus on 19 November 2020 and that the final version of the resolution is due to be adopted by the UN General Assembly before the end of the year.

    Ombudsman says implementation of Government’s plan on Direct Provision is key

    Ombudsman Peter Tyndall has welcomed the Government’s White Paper on ‘Ending Direct Provision’, which includes a commitment to phasing out the system over the next four years. However, he says that implementation of the White Paper’s commitments will be key and he will monitor progress and feature updates in his regular reports.

    AOC Violates ICCPR by not Separating Defendants from Prisoners in Detention; CY Urges Improvement

    In order to solve prison overcrowding, the Agency of Corrections (AOC) put accused persons, who are presumed innocent, in the branch prisons of non-prison correction agencies, leading to worse detention conditions than those of actual inmates and violating the International Covenant on Civil and Political Rights (ICCPR), which states that untried persons should be separated from convicted detainees. Therefore, the CY has urged the AOC to review the situation and make improvements.

    Control Yuan presents 90th Anniversary Special Issue

    On 29 July 2021, the Control Yuan officially released “The Control Yuan 90th Anniversary Special Issue.” 2021 marks the 90th anniversary of the establishment of the Control Yuan (CY). At the end of 2020, President Chu CHEN instructed CY Secretary General Judy, Fu-meei JU to start compiling an anniversary special issue in the hopes of showcasing the positive work that the CY does in helping the workings of government.

    Ombudsperson voice criticism over reception conditions in Kybartai Foreigners’ Registration Centre

    After a visit to Kybartai Foreigners’ Registration Center, the Head of the Seimas Ombudsmen’s Office, Erika Leonaitė, published an NPM report. The Seimas Ombudsperson concludes that all the conditions applicable to foreigners in Kybartai FRC are equivalent to inhuman or degrading treatment prohibited under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

    Ombudsman Thailand presents executive summary of Annual Report 2021

    During the 2021 financial year, the Ombudsman received a total of 4,866 complaints. After fact-finding, decisions and recommendations to relevant government agencies were issued on 2,675 of these complaints. The remaining 2,191 complaints are still under investigation.

    Ombudsman’s Quarterly Review

    The Chief Ombudsman, Peter Boshier, was in March elected as Second Vice President of the International Ombudsman Institute (IOI). Mr Boshier has served on the board of the IOI, a global organisation made up of more than 200 independent ombudsman institutions from more than 100 countries, since 2016. The Ombudsman New Zealand has been a part of the IOI since its inception in 1978.

    | New Secretary General Gaby Schwarz takes office

    On 1 August 2022, Ms. Gaby Schwarz took office as the new Secretary General of the International Ombudsman Institute (IOI). Ms. Schwarz was sworn in as a member of the Austrian Ombudsman Board on 11 July 2022 and takes over the office of IOI Secretary General from her predecessor Werner Amon, who resigned as Austrian Ombudsman at the end of June 2022.

    The new five members of the Monitoring Committee on Discipline of the CCAC Personnel visited some facilities of the CCAC and met with the Commissioner Against Corruption, Chan Tsz King on 5th September 2022. They exchanged opinions on the perfection of the work of the committee and the consolidation of integrity building.
