2026-04-22New Ombudsman strategy aims to turn complaints into catalyst for public service improvement
The Parliamentary and Health Service Ombudsman has launched its new five-year strategy, marking a renewed commitment to delivering fair and impartial justice for individuals and a greater focus on its role in improving public services. The new strategy, running from April 2026 to March 2031, sets out a vision to become a more established and influential voice in public service improvement, raising standards and driving system-level change across the NHS, government departments and other public bodies.

The Ombudsman, Mr Jack Chan, on 24 October announced the completion of a direct investigation operation regarding the enforcement by the Planning Department (“PlanD”) and the Lands Department (“LandsD”) against unauthorised land developments, and made 16 major recommendations for improvement to the two departments.

2024-10-25Urgent need for review of special needs youth placement in adult facilities per CRC
Based on Ministry of Health and Welfare (MOHW) data, the number of children with developmental, physical, or mental disabilities placed outside their families rose to 1,243 in 2023. Of these, 176 cases (15%) were housed in adult care facilities, which have been unable to meet the children's social adaptation and peer interaction needs, thus failing to adhere to the Convention on the Rights of the Child (CRC).

Mrs. Erica R. Smith-Penn has been appointed Complaints Commissioner effective January 1, 2021. His Excellency the Governor Augustus Jaspert appointed Mrs. Smith-Penn to the post after consultation with the Premier and the Leader of the Opposition in accordance with section 110(2) of the Virgin Islands Constitution.

On 8 January 2025, the Control Yuan National Human Rights Commission (NHRC) held a press conference to release its special report, “Your Voice Plants the Seeds of Change - Systematic Inquiry Report on Sexual Abuse in Schools and Placement Institutions.” The investigation results were jointly announced by supervising committee members Chu-Fang Chang, Chiu-Chin Tien, and Li-Chiung Su.

Rosemary Agnew, one of Scotland’s leading public figures, has called for legislative reforms as she prepares to step down after eight years as the Scottish Public Services Ombudsman (SPSO). Throughout her time leading the organisation, she has repeatedly highlighted the need to modernise SPSO legislation to enable the Ombudsman to better serve the public and improve accountability in public services. Significantly, she has called for changes in how complaints are made to the SPSO and the ability to investigate complaints under her own initiative.
