THAILAND | The Ombudsman collaborated with the Provincial Electricity Authority (PEA) to resolve a problem of locals having no electricity

The amount of 9 locals – who reside at moo 9 and moo 20, Muang Kao sub-district,
Prachin Buri province – had submitted an appeal to the Ombudsman to find fact on the actions of Provincial Electricity Authority – Kabin Buri Office and of Muang Kao Sub-district Administrative Office about not expanding the electricity distribution area which impacts them more than 50-year period of no electricity. The Ombudsman – acknowledged their grievance and the urgency to resolve this problem – had issued the written request to the Governor of Prachin Buri province and the Governor of Provincial Electricity Authority to clarify the fact and to provide
supported documents about the appeal.

Prachin Buri Provincial Office had informed Kabin Buri District Office and Kabin Buri Branch Office of Provincial Electricity Authority to identify the facts and urgently proceeded appropriate actions under authority. Kabin Buri Branch Office of Provincial Electricity Authority had performe a site visit – at Thanon Thong village, Moo 9 and Moo 20, Muang Kao sub-district, Kabin Buri districe, Prachin Buri province – and discovered that the amount of 9 households – who move into the area since 1976 – 1977 – has no electricity and has no record of submitting a request – to PEA – about expanding the electricity distribution or about using the electricity or supporting the usage of electricity under the variety of PEA projects.

Then, Kabin Buri Branch Office of Provincial Electricity Authority had performed a site survey to estimate the work of expanding the electricity distribution area to in clude aforementioned 9 households. The work – containing 2,500-meter distance of pole setting for high voltage electrical wire, installing 2 sets of 1 phase transformer 30 kVA 22000 – 480/230v and 4,650-meter distance of pole setting for low voltage electrical wire – costs 3,124,301.74 Baht per household. Kabin Buri Branch Office of Provincial Electricity Authority had issued a written document informing these expenses to Muang Kao Sub-district Administrative Office for a purpose of budget preparation, in case they prefer to do it separately out of the PEA project.

Later and due to an insufficient budget, Muang Kao Sub-district Administrative Office had informed in written to Kabin Buri Branch Office of Provincial Electricity Authority to include this work in the PEA on-going project “Expansion of the electricity distribution area for new households – phase 2” with – according to the government policy – a purpose of expanding the electricity distribution system to widely cover all areas under the PEA authority (74 provinces). This, then, was able to include 9 households into the PEA project and resolved the locals grievance of having no electricity.

Currently, Kabin Buri Branch Office of Provincial Electricity Authority – who had been allocated the budget on 31 May 2021 – performed the site survey and completely proceeded the expansion of electricity distribution area. Following, the complainants sent in the appreciation letter to the Ombudsman expressing their thankfulness on the Ombudsman’s speedy action to resolve their grievance of more than 50-year waiting period for electricity.
