After the success of Session I of the International Internship Programme 2026, the Office of the Ombudsman Punjab, hosted the second cohort from 11 – 15 May 2026. Ms. Sheila Caroline Sempa, Supervisor of the Complaint Management Desk at the Inspectorate of Government (IG) in Uganda, attended.
During her visit, Ms. Sempa was introduced to operational framework of the Office, including detailed briefings on the Punjab Ombudsman Act, 1997, by Mr. Nadeem Hassan Gohar (Registrar). She was introduced to the Office’s ISO 9001:2015 Quality Management System (QMS) Complaint Management Information System by Mr. Sami Ullah (Advisor F&P/ITID). Moreover, a dedicated session was conducted on the operations of the 1050 helpline by Ms. Noor-ul-ain Zafar (Deputy Director I&C) and Ms. Hifza Huma (Assistant cum Associate). Discussions were also held on the Office’s media strategy, social media campaigns, and public awareness initiatives by Ms. Rabia Amir (Media Consultant) and Mr. Hamza Naeem (Media Manager). Mr. Ahmad Yar Khan (Advisor Research) and Ms. Sabeena Babar (Director Research) presented on the comparative analysis of the Ombudsman Punjab and the Inspectorate of Government of Uganda, facilitating the exchange of experiences, challenges, and best practices.
To gain more practical exposure, Ms. Sempa visited Regional Offices in Kasur and Sheikhupura where she observed day-to-day office functions, complaint management processes and attended hearings with Advisors. She also witnessed the operations of the Awami Khidmat Programme Mobile Outreach Van in Faisalabad, gaining first-hand understanding of the Office’s efforts to extend grievance redressal services to citizens at the grassroots level. The programme further included cultural visits to Masjid Wazir Khan, Badshahi Masjid, Hiran Minar and a History by Night Tour at Lahore Fort.
At the conclusion, Ms. Sempa shared her key observations, recommendations and learning experiences from the Internship Programme. Ms. Ayesha Hamid (Ombudsman Punjab) and Mr. Kaiser Saleem (Secretary) gave closing remarks and handed certificate followed by a group photograph.
