The newest publication within the framework of the IOI’s Best Practice Paper highlights the work of the Barcelona Ombudsman’s Office’s pioneering Reparation Commission, an independent body created to address the needs of survivors of sexual abuse and institutional violence linked to historic cases at the “Barcelona School”.
Established in 2023, the Commission was created after investigations revealed decades of sexual abuse committed by a teacher and failures by school authorities to respond adequately to reports from students. While criminal proceedings were no longer possible due to statutes of limitation, the Ombudsman’s Office emphasized that institutional responsibility remains and that victims have a right to truth, recognition, and reparation.
The Best Practice Paper offers hands-on experiences on how to establish a reparation commission and also includes examples from other jurisdictions.
The IOI introduced its Best Practice Paper series with a view to providing guidance material on key features that inform strong offices and to present and share best practices.
