The Ombudsperson, Marc-André Dowd, tabled the 2024-2025 Annual Report of the Protecteur du citoyen on 2 October 2025 at the National Assembly of Québec.
Technological advances increased the number of ways in which public authorities communicate with people. In this context, Mr Dowd believes it is even more important to listen to citizens with attention and empathy.
"Listening to citizens means being available and sensitive to what they are experiencing, adjusting organizational practices and simplifying the administrative process. Our investigations show that this listening often fails," said Mr Dowd.
