World | Jean-Jacques Gautier NPM Symposium 2016

The Jean-Jacques Gautier Symposium 2016 is the third in a series of meetings organised by the Association for the Prevention of Torture (APT) in Geneva with the aim of allowing National Preventive Mechanisms (NPM), the national monitoring bodies established under the Optional Protocol to the United Nations Convention against Torture (OPCAT), to discuss the challenges they face in the implementation of their preventive mandate and to identify good practices in relation to situations of vulnerability in detention.

The Symposium offers a platform for discussion among peers and other experts. The first Symposium, organised in 2014, addressed children’s vulnerabilities in detention, while the second, in 2015, discussed the situation of LGBT (lesbian, gay, bisexual and transgender) persons deprived of their liberty. The third Jean-Jacques Gautier Symposium in 2016 focused on the monitoring of psychiatric institutions.

APT recently published the outcome report on this 3rd Symposium. They are available in English, French and Spanish on the APT’s website.

In addition to this, a short video (also available on the website in English, French and Spanish) includes interviews with some of the participants, who discussed their experiences and recommendations for monitoring of psychiatric institutions. The video includes interviews with Graham Morgan (Mental Welfare Commission for Scotland, part of the UK NPM), Oliver Lewis (Mental Disability Advocacy Centre), Catherine Paulet (UN Subcommittee on Prevention of Torture), Carlos Portillo, (NPM of Paraguay) and Silvia Quan (UN Committee on the Rights of Persons with Disabilities).
