2017-05-08New regional Ombudsman appointed for Lombardy Region
Lombardy's new regional defender is Carlo Lio, elected by the Regional Council on 3 May 2017. Carlo Lio will succeed Donato Giordano, who has served as regional Ombudsman for the past six years and whose term will expire in a few days.

Arrival of refugees
In view of the arrival of thousands and thousands of people coming from war-torn countries such as Syria and from other places for reasons of persecutions, political or religious ideas, warring among ethnic groups or hunger, in September 2015, the European Union assigned its Member States to relocate 170,000 individuals arriving in Italy and Greece.

La PPN aporta un nuevo informe estadístico periódico sobre fallecimientos bajo custodia
La Procuración Penitenciaria de la Nación (PPN) registra, documenta e interviene ante cada muerte de detenidos bajo custodia del sistema penitenciario federal mediante la aplicación del Procedimiento para la Investigación y Documentación de Fallecimientos en Prisión. Sus objetivos son garantizar una investigación administrativa independiente y eficaz sobre las causas y circunstancias en que las muertes ocurren. El informe presenta los resultados del procesamiento de los primeros ocho años y fracción de aplicación del Procedimiento, entre el 1º de enero de 2009 y el 31 de marzo de 2017.

New mandate for the Québec Ombudsman
A new law came into force in Québec on May 1, 2017. Under the Act to facilitate the disclosure of wrongdoings relating to public bodies, the Québec Ombudsman is mandated to handles disclosure of wrongdoing committed regarding any public body subject to the Act. From now on, whistleblowers will enjoy reliable, safe and independent recourse.

Chancellor of Justice Ülle gives oath of office before parliament ahead of second term
Ülle Madise, who was appointed for a second term as Estonian Chancellor of Justice, gave the oath of office in the Riigikogu on 4 April. Parliament approved Madise’s second term on 15 December last year. In a secret ballot, her continuation in the role was supported by 63 MPs, with 18 against and one abstention.

Underaged prisoners and their possibilities of attending school and studying
The law and international recommendations require that minors in prison are kept separate from adults. According to observations made during prison visits of the Parliamentary Ombudsman, this does not happen. Prisons do not have suitable facilities for accommodating minors that are separate from adults.
