The new Seimas Ombudswoman Milda Vainiutė, who swore an oath at the Seimas (Parliament) of the Republic of Lithuania on 26 September, started her duties at the office on Friday, 28 September. There are two Seimas Ombudsmen in Lithuania appointed for the term of five years upon the nomination of the Speaker of the Seimas of the Republic of Lithuania.

CPT publishes report on periodic visit to Croatia
The CPT-report reviews the treatment of persons detained by the police, the situation of prisoners held in three county prisons (ie Zagreb, Split and Osijek) and the Zagreb Prison Hospital, as well as the treatment of juveniles deprived of their liberty under criminal legislation. The situation of involuntary psychiatric patients is examined in the light of the recently adopted mental health legislation at different psychiatric establishments.

No initial response was given, and no internal review was conducted.

CNDH requests implementation of precautionary measures to promote protection of human rights defenders and journalists
The National Commission of Human Rights (CNDH) requests the Secretariats of the Interior (SEGOB), and Finance and Public Credit (SHCP) to implement measures to avoid the disprotection, motivated by the lack of resources, of 727 beneficiaries secured by the Mechanism for the Protection of Rights Defenders Humans and Journalists (MPPDDHP).

Commissioner for Human Rights discovers alarming case during preventive visit
Polish Commissioner for Human Rights discovered alarming case of deprivation of liberty in psychiatric facility during one of his preventive visits. A citizen was placed in the mental hospital for stealing a bike. This happened 10 years ago by a court decision that was based on the opinion of a psychologist who had not even examined the patient.

Ombudsman investigation on handling of a prisoners diabetes
The Ombudsman investigated, upon his own initiative, three issues arising from the Department for Correctional Services’ (the department) handling of a prisoner with type 1 diabetes. The investigation was instigated on the basis of information received from the Office of the Health and Community Services Complaints Commissioner.
