Council of Europe publication on protection of health-related data
Health-related data, which concern the most intimate information of a person, must have a special status that takes into account the potential risk of discrimination deriving from their processing. The publication “Protection of health-related data“ by the Council of Europe (CoE) gives recommendations to apply the principles of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (“Convention 108”) .

Online survey for new publication on ODR and Ombudsmanship
A new edition of the book “Online Dispute Resolution: Theory and Practice: A Treatise on Technology and Dispute Resolution” is in preparation. The chapter on ODR and Ombudsmanship will be updated and will investigate the uptake (or not) of technology assisted Ombudsman work. You are kindly asked to contribute to the survey.

New Comissioner for Fundamental Rights takes office
Commissioner for Fundamental Rights of Hungary Ákos Kozma – who took office this Thursday – would like to work particularly on solving the problems of people turning to the Ombudsman and protecting the rights of children and vulnerable groups. In his interview given to the Hungarian News Agency he also emphasized that he wishes to preserve the independent and non-political nature of the ombudsman institution.

Ombudsman welcomes Venice Principles
On 2 May 2019, the Meeting of the Ministers’ Deputies of the Council of Europe endorsed the “Principles on the Protection and Promotion of the Ombudsman Institution” (“The Venice Principles”). The Gibraltar Public Services Ombudsman, welcomes the Venice Principles and fully supports the implementation of these internationally accepted standards.

Millions of women and girls in Europe suffer physical, sexual or psychological violence at the hands of their partner or family members. On International Day for the Elimination of Violence against Women on 25 November, the European Union Agency for Fundamental Rights (FRA) calls on the EU and its Member States to step up their commitment towards ending violence against women.

Ombudsman urges action on outstanding recommendations
The Ombudsman has called for a formal mechanism to be put in place to compel the public administration to act upon his recommendations. This comes as a number of public service providers failed to act upon the recommendations made in respect of five complaints lodged with the Ombudsman’s office. These involve the Gibraltar Electricity Authority, the Gibraltar Health Authority, the Housing Authority and the Driver and Licensing department.

Sweden has received international criticism for a long time due to inmates’ conditions in Swedish remand prisons. The criticism concerns primarily the fact that inmates with restrictions are put in isolation and thus put in a situation that may risk affecting their mental and physical health.

SPSO presents Annual Report 2018-2019
The Scottish Public Services Ombudsman (SPSO) has just published its Annual Report for the period 2018-2019. The report highlights the office’s achievements in what according to Ombudsman Rosemary Agnew was “both a challenging and an exciting year.” She said that despite increasing caseloads (both complaints and Scottish Welfare Fund review applications) the SPSO continues to perform to an excellent standard, maintaining a consistently high level and quality of output.

Today, WHO/Europe has published interim guidance on how to deal with the coronavirus disease (COVID-19) in prisons and other places of detention, entitled “Preparedness, prevention and control of COVID-19 in prisons and other places of detention”. The guidance provides useful information to staff and health care providers working in prisons, and to prison authorities.

Good cooperation of heads and employees at psychiatric institutions with NPM team
The NPM team visited yesterday two health care institutions in Niš. The visit was paid to the Psychiatric Clinic of the Clinical Center Niš after it was announced and in accordance with the plan of visits for 2019, while the visit to the Center for Mental Health at the Clinical Center Niš was visited by NPM members without previous announcement.
