ISRAEL | The State Comptroller and Ombudsman presented the Ombudsman's 51st Annual Report to the Speaker of the Knesset

On July 1, 2025 the State Comptroller and Ombudsman of Israel Mr. Matanyahu Englman presented to the Speaker of the Knesset (Israeli parliament) the Ombudsman Annual Report 51 for the year 2024.

Nearly 22,000 complaints were received in 2024 representing an increase of 50% compared with 2019. 46% of the complaints were found justified or were rectified without the need for a ruling by the Office.

During 2024, the Office of the Ombudsman utilized onsite meetings and complaint stations to receive complaints from individuals affected by the ongoing emergency situation. Following are two examples of intervention by the Ombudsman to assist complainants. 

A whistleblower who exposed alleged overpayments by a hospital was threatened with dismissal. Through the intervention of the Ombudsman, the employee received a significant payment for reparations, damages and legal costs. A Health Maintenance Organization (HMO) denied an MRI procedure to a cancer patient without providing written justification. As a result of the intervention, the case was reviewed and the procedure authorized. In addition, the HMO changed its policy and now provides written justifications to its decisions regarding requests for imaging services.  All the other HMO's were notified of this requirement.
