PAKISTAN | The Office of the Ombudsman Punjab Participates in Justice Pour Tous International Capacity Building Session

A capacity-building webinar was successfully conducted on 23 April 2026 for the Advisors and Consultants of the Office of the Ombudsman Punjab, aimed at enhancing institutional knowledge and strengthening effective grievance redressal mechanisms within Ombudsman institutions.

The webinar was hosted by Mr. Sharof Azizov and focused on key thematic areas relating to institutional independence, digital modernization, and maladministration redressal. The session provided participants with practical insights into strengthening Ombudsman institutions in line with internationally recognized principles and evolving governance needs.

The webinar covered the following sessions:

Session 1: Paris Principles Protection and Promotion Mandates
The session highlighted the core elements of institutional independence, broad mandates, and effective powers. It emphasized protection through complaint handling and the redressal of maladministration, along with promotion through thematic and annual reporting to the Governor and the Provincial Assembly under Section 28 of the Ombudsman Punjab Act, 1997.

Session 2: Digital Advancement in Ombudsman Institutions
Participants explored the role of digital tools in improving complaint management systems, increasing accessibility, strengthening transparency, enhancing citizen engagement, and improving data-driven thematic reporting.

Session 3: Maladministration and Effective Grievance Redressal Mechanisms
The session focused on identifying systemic maladministration, ensuring timely and effective grievance redressal, and linking strong complaint resolution systems with institutional strengthening, public trust, and effective reporting mechanisms.

The Hon’ble Ombudsman Punjab, Ms. Ayesha Hamid, and Secretary Ombudsman Punjab, Mr. Kaiser Saleem, attended the session along with all the Advisors and Consultants from the Head Office and regional offices. The Office extends its appreciation to Mr. Sharof Azizov for facilitating the session and sharing valuable expertise with the participants.
