BackThe European Pact on Migration and Asylum entered into force across the European Union on 12 June 2026. Among the main innovations introduced by this framework is the establishment of a screening procedure applicable to third-country nationals presenting themselves on national territory.
In accordance with Article 17 of the Luxembourg law governing this procedure, the Ombudsman, in her capacity as the External Monitoring Body for Places of Deprivation of Liberty (CELPL), has been designated as the authority responsible for supervising the new Screening Centre.
As part of this mandate, Ombudsman Claudine Konsbruck and her team carried out an initial visit to the Screening Centre on 15 June 2026. Temporarily located on the first floor of the General Department of Immigration, the centre was at that time still in the process of being gradually established within temporary premises of limited capacity.
A second visit, conducted at the end of July, revealed several positive organisational developments, including the translation of the registration form into 14 languages.
The CELPL will continue to monitor the implementation of the screening mechanism, paying particular attention to the future introduction of health screening procedures as well as the development of the planned permanent infrastructure.
