The Annual report 2025
Ombudsperson Dr. iur. Karina Palkova presented the Annual Report 2025 to the Parliament (Saeima) on 21 May 2026, highlighting that 2025 was a year of significant change for the Ombudsman’s Office. Alongside its regular responsibilities, the Office focused on setting priorities, increasing openness, and taking a more proactive approach to identifying and addressing areas where the risk of human rights violations is growing.
The report reflects a notable rise in public engagement. In 2025, the Ombudsman’s Office received 2,499 submissions, representing an increase of nearly 30% compared to 2024. This growth demonstrates both the public’s trust in the institution and their willingness to defend their rights through available legal protection mechanisms.
Throughout the year, the Ombudsman’s Office addressed a broad range of human rights and governance issues. The workload increased significantly during the second half of the year, driven by greater public awareness and participation.
The 2025 report highlights key trends, challenges, and accomplishments in protecting human rights in Latvia, while providing insight into the issues that matter most to residents.
