The Office of the Ombudsman, in collaboration with the University of Malta, reminds prospective students that applications for the new Master of Arts (MA) in Ombudsman Law and Governance close on 15 September 2025. The course officially launches in October 2025.
This pioneering programme, the first of its kind, brings together the expertise of the Faculty of Laws, the Department of Policy, Politics, and Governance at the Faculty of Economics, Management and Accountancy, and the Office of the Ombudsman. It offers a unique opportunity to specialise in Ombudsman Law, good governance, and administrative justice within an international context.
Delivered in online or in-person (with recorded sessions available), the MA is particularly suited to international students and working professionals who require flexibility.
Who can benefit from this programme?
The MA is designed for individuals working in, or aspiring to work in:
- Ombudsman institutions worldwide
- Human rights and integrity institutions (such as National Human Rights Institutions, National Audit Offices, and Commissioners for Standards in Public Life)
- Public administration and government entities
- Consultancy firms advising on governance, compliance, and public policy
- International and regional organisations
- Graduates will acquire skills to process and investigate complaints, draft own-initiative reports, act as mediators between citizens and public entities, advise on the Ombudsman Act, and engage the public on the role and functions of Ombudsman institutions.
Course Highlights
The five-semester, part-time programme combines theory and practice. Modules include Comparative Governance & Institutional Design, Advanced Privacy & Data Protection Law, Ombudsman Law, Mediation and Negotiation, International Protection of Human Rights, Behavioural Public Policy, and Mediterranean Legal Traditions. A supervised dissertation caps the degree, allowing students to apply their learning in-depth.
Graduates will emerge with internationally relevant expertise to contribute meaningfully to good governance, public administration reform, and the protection of human rights.
