ITALY | Italy takes the spotlight in El Salvador: the Italian Ombudsman system as an international model for the protection of rights

Italy took a leading role in El Salvador, where a delegation from the Italian civic ombudsman system, upon the explicit invitation of the organizers, participated in an important international meeting with Ombudsmen and civic defenders from around the world, particularly from the Hispanic-American region.

Representing Italy were Marino Fardelli, President of the Italian Civic Ombudsmen and Civic Defender of the Lazio Region, accompanied by Guido Giusti, Vice President of the Italian Civic Ombudsmen and Civic Defender of the Emilia-Romagna Region, and Marco Enrico, Civic Defender of the Sardinia Region.

The meeting featured internationally prominent figures such as Nashieli Ramírez Hernández, President of the International Ombudsman Institute (IOI), and colleagues Raquel Caballero de Guevara, Procuradora para la Defensa de los Derechos Humanos de El Salvador and President of the Ibero-American Ombudsperson Federation (FIO), and Amelia de los Milagros López, President of the Latin American Ombudsman Institute (ILO).

Marino Fardelli proudly emphasized the value of Italy’s presence:
"Being guests in El Salvador as representatives of Italy fills us with responsibility and pride. The Italian civic ombudsman system is now internationally recognized as a reference point for civic activism and the protection of rights. We have proudly shared the daily work we carry out in our territories for the benefit of citizens, convinced that rights have no borders."

Guido Giusti highlighted the importance of international dialogue:
"These meetings show how the network of civic defenders can become a true global alliance for the protection of fundamental rights. Italy’s voice is heard and appreciated because our model combines strong institutional roots with the ability to provide concrete answers to people."

Marco Enrico underlined the power of teamwork:
"Our presence in El Salvador is not only representation, but a testimony to collective commitment. We bring experiences and good practices that originate from Italian communities and now engage with those of many other countries. It is an extraordinary opportunity for mutual growth and to strengthen the mission of civic defence."

The participation of the Italian delegation confirms our country’s role as a model and reference point for civic defenders worldwide. Cooperation with the institutions of El Salvador and the international community strengthens the conviction that dialogue, sharing best practices, and listening to citizens’ concerns are fundamental tools to build fairer and more equitable societies.
