The Ombudsman of the Republic of Indonesia has officially enacted the Guidelines for Writing the Voluntary Ombuds Review through Chairperson’s Regulation Number 3 of 2026. These guidelines provide a systematic framework for documenting and reporting the contribution of public service oversight to achieving the Sustainable Development Goals (SDGs). This step aligns with UN General Assembly Resolution 79/177 (December 2024), which affirms that Ombudsman institutions are essential to achieving the Sustainable Development Goals, including Goal 16, by fostering peaceful and inclusive societies and providing free and accessible complaints mechanisms, identifying systemic issues, and enhancing the effectiveness, accountability and inclusiveness of public administration at all levels.
The Voluntary Ombuds Review provides information on the contribution of Ombudsman products in two primary areas: increasing access to justice through the resolution of public reports, and enhancing the performance of public service providers to be more citizen-centric, as stipulated in the guidelines.
The guidelines mandate that the Voluntary Ombuds Review shall be prepared at least once during each term of the Ombudsman leadership. The drafting process involves several rigorous stages, starting with planning and data collection, drawn from Investigation Reports, Own-Motion Investigations and Systemic Reviews, and culminating in a final review by relevant external stakeholders.
Furthermore, the Voluntary Ombuds Review document, once approved through an Ombudsman Meeting, will be submitted to the President and the House of Representatives as a Special Report. In addition to focusing on SDG 16, this report may also include the Ombudsman's contributions to other development goals based on agreed themes, such as food security, health, or education.
Through these guidelines, the Ombudsman of the Republic of Indonesia is committed to improving the quality of reporting in line with global governance standards to ensure more inclusive and accountable public services.
