Starting from this stark diagnosis, the People’s Advocate Office (PAO) published the Annual Report on the Observance of Human Rights and Freedoms in the Republic of Moldova in 2024 (Report). The document presents a comprehensive analysis of the key trends, progress, and regressions in the human rights sector, reaffirming the institution’s commitment to transparency, accountability, and the protection of the most vulnerable members of society.
One of the most serious deviations identified in the Report refers to attempts to interfere in the Ombudsman's activities, which endanger the constitutional independence of the institution. The PAO warns that a national human rights institution cannot function effectively without guarantees of functional and financial independence, in accordance with international standards.
Despite pressures and attempts at interference, the People’s Advocate Office has maintained its commitment to its mandate and continued to actively contribute to the European path of the Republic of Moldova. In 2024, the PAO participated in the human rights screening process and initiated the creation of an independent mechanism to monitor the implementation of the UN Convention on the Rights of Persons with Disabilities.
