ARMENIA | Director of mental health care centre strictly reprimanded based on Human Rights Defender’s findings

The director of the “Dzorak” mental health care centre has been strictly reprimanded by the RA Minister of Labor and Social Affairs for his improper performance on the work duties based on the Human Rights Defender’s report. The reprimand was based on the shortcomings and violations recorded by the representatives of RA Human Rights Defender during the monitoring visit conducted in the mentioned centre.

By order of the RA Minister of Labor and Social Affairs, a working group has been established to study the violations in the “Dzorak” mental health care centre as a result of the monitoring visit report submitted by the Human Rights Defender of Armenia as National preventive mechanism. The report was also sent to the RA Prosecutor General’s Office, the Police, the Ministry of Healthcare and the Health and Labor Inspectorate. The conclusion of the working group was also taken into consideration for reprimanding the director of “Dzorak” mental health care centre.

Administrative responsibility has been imposed on the director of “Dzorak” mental health care centre for violating the requirements of sanitary norms by the RA Health and Labor Inspectorate.

Moreover, the Ministry of Labor and Social Affairs has developed a package of drafts in regard to the proper implementation of patient rights (such as right to contact with the outside world, correspondence, family visits, purchase of items of first necessity, information and legal assistance) based on recommendations made in the Human Rights Defender’s visit report. The package of drafts also covers the procedure of documentation of injuries, patient’s medical cards, work of social workers and psychologists in such institutions.
