BackControl Yuan President Chang Po-ya led Control Yuan members on a visit to the Executive Yuan for an annual review of the executive branch of government on 26 December 2017.
The Control Yuan Act provides that Control Yuan (CY) members shall conduct circuit supervision and inspection of both central and local governments, while the Regulations Governing Circuit Supervision by the Control Yuan stipulate that circuit supervision of the Executive Yuan shall be conducted jointly by the CY members every December.
CY President Chang first delivered remarks on the investigations conducted, impeachments proposed, corrective measures issued, and accounts audited by the Control Yuan during 2017, after which each of the CY committees made statements on the various reviewed issues, and the Premier and heads of Ministries were asked to give responses.
As of 26 December 2017, CY had impeached a total of 32 public officials in 27 cases during the year and issued 99 corrective measures. The Ministry of Economic Affairs, Ministry of National Defense, Ministry of Justice and Ministry of the Interior and their subordinate agencies received the most corrective measures at 13 each, followed by the Ministry of Education and its subordinate agencies at 12 corrective measures.
The Control Yuan has also suggested the Executive Yuan to make the necessary revisions as soon as possible to 80 laws and regulations it has determined to be out of touch with the current social situation. CY members also made suggestions on a range of public issues, including the rights of immigrants, college education system, traffic management, juvenile correctional facility supervision, and so on.
The rights exercised by the Control Yuan are a supervisory mechanism to monitor government conduct, and the report it issues on the Executive Yuan serves as an important reference for the public in evaluating the administration of the executive branch of government. Through the compiling of the review, the Control Yuan aims to spur the various agencies under the executive branch to make improvements and resolve outstanding issues in order to achieve more honest and efficient government administration dedicated to the welfare of the people and their interests.
