On 26 June 2013, the Australian Parliament passed the Public Interest Disclosure Bill, legislation which establishes the first stand-alone whistleblower protection scheme for federal public servants, contractors and employees of contractors who report wrongdoing within the Commonwealth public sector.

New Members of the Austrian Ombudsman Board
On 1 July 2013 the new members of the Austrian Ombudsman Board (AOB) took office. Günther Kräuter, Gertrude Brinek and Peter Fichtenbauer were elected by the Austrian National Council for the term of office from July 2013 to June 2019. For Gertrude Brinek it is already the second term of office. In its inaugural meeting the new AOB appointed Günther Kräuter as Secretary General of the International Ombudsman Institute (IOI).

Alberta Ombudsman begins duties as Public Interest Commissioner
Mr. Peter Hourihan, Ombudsman for the Canadian province of Alberta, was recently appointed the province’s first Public Interest Commissioner. The office was formally launched 1 June, 2013 after new legislation, the Public Interest Disclosure (Whistleblower) Act, came into force.

Arlene Brock, Ombudsman for Bermuda, issued an Annual Report for the 2012 calendar year. This report comments on the ongoing denial of the government that the UK Environmental Charter constitutes a legal obligation, issues such as whistle-blowing and public access to information.

Commissioner for Fundamental Rights organized workshop on job opportunities for the youth
A thematic workshop was held on the important subject theme of employment opportunities for the youth. Several scholars and representatives of the civil society and the private sector held their presentations on the one-day event which took place in the Office of the Commissioner for Fundamental Rights.

Farewell to Secretary General Peter Kostelka
Peter Kostelka’s role as Secretary General of the IOI ends as his term as a member of the Austrian Ombudsman Board expires. On behalf of the IOI family IOI President Dame Beverley A. Wakem expressed her thanks for his immense contribution.

Defensoría del Pueblo saluda aprobación de ley de consulta a los pueblos indígenas
El Defensor del Pueblo en funciones, Eduardo Vega, expresó su satisfacción y saludó la decisión del Pleno del Congreso de la República, que hoy aprobó la Ley de Consulta a los Pueblos Indígenas, a la que calificó como “una norma que constituye un paso trascendental en el reconocimiento de los derechos de los pueblos indígenas y para institucionalizar el diálogo intercultural entre éstos y las autoridades del Estado”. Asimismo, indicó que tal medida acoge las recomendaciones efectuadas por la Defensoría del Pueblo.

Special report of the Québec Ombudsman leads to legislative changes
In May 2013, the Québec National Assembly adopted the Act to amend the Police Act as concerns independent investigations. This Act was the result of the recommendations of the Ombudsperson, Raymonde Saint-Germain, in her special report on the investigation procedure applied in Québec for incidents involving police officers.

Un rapport spécial du Protecteur du citoyen du Québec conduit à des changements législatifs
L’Assemblée nationale du Québec a adopté, en mai 2013, la Loi modifiant la Loi sur la police concernant les enquêtes indépendantes. Cette loi fait suite aux recommandations de la protectrice du citoyen, Raymonde Saint-Germain, dans son rapport spécial sur la procédure d’enquête appliquée au Québec lors d’incidents impliquant des policiers.

Ombudsman publishes English summary of annual report 2012
The Ombudsman put forth 548 recommendations and suggestions to the Administration in 2012. A total of 280,592 letters were received: 33,478 complaints, 371 ex officio investigations and 246,743 requests for the filing of appeals against 29 legal standards.

Publication of the 39th Annual Report of the Ombudsman
On 22 May 2013 the State Comptroller and Ombudsman of Israel, Judge (ret.) Joseph Haim Shapira, presented to the Chairman of the Israeli parliament (The Knesset) the 39th Annual Report of the Ombudsman for the year 2012.
