8th Biennial CAROA Conference held in Curaçao
At the 8th Biennial Caribbean Ombudsman Association (CAROA) Conference the Ombudsman of Sint Maarten, Dr. Nilda Arduin, was elected as the new President of the Caribbean association for the period July 2015 – June 2017. As President of CAROA, Dr. Arduin will endeavor to broaden the knowledge and awareness of good governance within the Caribbean region.

The Spanish Ombudsman, Soledad Becerril, has written to the European Ombudsman, Emily O’Reilly, with proposals to improve the operations of deportation of foreigners currently being monitored by European Union Agency for the Management of Operational Cooperation at the External Borders of the Member States (FRONTEX).

Ombudsman publishes 2014 annual report
Until now, the Ombudsman’s Annual Report has been published at the beginning of October in the year following the report year. This is late. With effect from the report year of 2014, the process has successfully been moved forward so that the Report will now be published already in April of the following year. We are very pleased with that. Hopefully, it will help make the Annual Report even more topical and relevant.

Public service complaints to the Ombudsman rise by 11%
Complaints to the Ombudsman about public services rose by 11% to over 3,500 in 2014. Launching his annual report today (Wednesday 10 June) Ombudsman Peter Tyndall said the increase was mainly due to the additional 200 public bodies which came within his jurisdiction for a full year for the first time in 2014. These included bodies in the education sector such as the State Examinations Commission and Student Universal Support Ireland (SUSI).

Los procesos de incapacitación judicial a menudo no investigan suficientemente la capacidad jurídica de la persona afectada. Diversas personas con discapacidad intelectual o psicosocial han solicitado la intervención del Síndic. El Comité de los Derechos de las Personas con Discapacidad de la ONU recomendó en el año 2011 modificar la normativa electoral para garantizar el voto a las personas con discapacidad.

Lettre ouverte du Bureau de l’AOMF au Président de l’assemblée nationale arménienne
Le 11 mars 2021, le gouvernement arménien a proposé à l’Assemblée nationale de la République d’Arménie un amendement de la loi constitutionnelle sur le Défenseur des droits de l’Homme. Le Président de l’AOMF, Mohamed Benalilou, au nom de tous les membres, a écrit et publié une lettre ouverte dans le but de faire savoir au Président de l’assemblée nationale arménienne “la nécessité impérieuse de prendre en considération les principes et instruments internationaux susvisés et la pertinence fondamentale du maintien des dispositions de l’article 8 (5) de la loi constitutionnelle en question.”

Open letter concerning Mediterranean refugee crisis
The tragic events of the past months where hundreds of people lost their lives in the Mediterranean Sea have filled the world with tremendous shock. Behind this humanitarian disaster lies a deep human rights crisis, where migrants try to flee from war or poverty. The IOI therefore calls on its members in an open letter to encourage their respective governments and administrations to join forces to find solutions for this refugee crisis.

Ombudsman releases second annual report
The Bahrain Ombudsman, the first Independent Ombudsman in the Region, presents its second annual report. The Office investigates complaints against employees of the Ministry of the Interior (MOI) and has the important role of ensuring that prisoners and detainees are treated appropriately and are not subject to torture or cruel, inhuman or degrading treatment.

Expulsion of special education needs student
In March Ombudsman Ron Paterson released an opinion under the Ombudsmen Act about an investigation into a decision by a school Board of Trustees to expel a high school student with Aspergers. Following an incident where the year 11 student had threatened to assault a teacher the Board had expelled him for “gross misconduct” that was “a harmful or dangerous example to other students”.

While addressing members of the Federal Advisory Committee on Reforms and Speedy Complaint Resolution and Federal and Provincial Ombudsmen of Pakistan, the President of Pakistan expressed his appreciation of the concept of speedy resolution of complaints at the doorsteps of the common man, free of cost, evolved by the Ombudsmen and the committee. Mr. M. Salman Faruqui, Federal Ombudsman of Pakistan inaugurated the first ever one window Facilitation Desk for Overseas Pakistanis at Benazir International Airport, Islamabad. Over 7 million Pakistanis living across the globe would now be able to submit their complaints at this Desk for their early redressal.

Primera Cumbre Iberoamericana sobre Derechos Humanos, Migrantes y Trata de Personas
El Defensor del Pueblo Adjunto y Defensor de los Derechos del Turista y del Extranjero, José Palmiotti, y el subsecretario de Derechos del Turista, Mario Pironi, participaron de la Primera Cumbre Iberoamericana sobre Derechos Humanos, Migrantes y Trata de Personas, celebrada el 12 y 13 de mayo en la ciudad de Bogotá, Colombia. El encuentro, convocado por la Federación Iberoamericana del Ombudsman (FIO), fue organizado conjuntamente por la Red de Migrantes y Trata de esa Federación y la Defensoría del Pueblo de Colombia, y contó con el apoyo de la cooperación alemana GIZ.
