Ireland and Northern Ireland Ombudsman sign MoU on cross-border bodies
The Northern Ireland Public Services Ombudsman, Marie Anderson, and the Irish Ombudsman, Peter Tyndall, have signed a Memorandum of Understanding to provide for co-operation on complaints about North-South Implementation Bodies. The MoU will ensure that users of public services, both north and south of the Ireland/Northern Ireland border, will be able to have complaints investigated efficiently by the appropriate independent Ombudsman.

Roundtable discussion sparks talks for action and change
The Ombudsman in conjunction with the Commonwealth Secretariat recently held roundtable discussions on equality and inclusion understood in the context of sexual and reproductive health and rights (SRH) in Namibia. The discussions also included the context of sexual orientation and gender identity in Namibia. The week-long discussions saw stakeholders from the Education, civil society; NGOs, government and other sectors share their experiences and challenges pertaining to the two issues at hand.

Director of mental health care centre strictly reprimanded based on Human Rights Defender’s findings
The director of the “Dzorak” mental health care centre has been strictly reprimanded by the Minister of Labor and Social Affairs for his improper performance. The reprimand was based on the shortcomings and violations recorded by the Human Rights Defender during a monitoring visit conducted in the mentioned centre.

Ombudsman met with the Council of Europe delegation at the Ombudsman Office
The Ombudsman received the delegation of the Council of Europe (CoE) headed by Alexandre Guessel, the Director of Political Affairs Directorate. The aim of the visit was to learn the status of implementation of the commitments undertaken by Azerbaijan as a member of the CoE. The Head of the CoE Office in Baku Zoltan Herneys and representatives of the CoE Secretariat also attended the meeting.

Québec Ombudsman investigates major violations in the handling of a disclosure
On June 13, 2019, the Québec Ombudsman released a special report on the numerous violations by the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation (MAPAQ) in applying the Act to facilitate the disclosure of wrongdoings relating to public bodies. It dealt with deficiencies concerning the internal process for handling disclosures.

IOE 2019 – Special event on women leaders in Ombudsman and oversight institutions
For the first-time ever, the International Ombud Expo 2019 scheduled to hold in Sheraton Abuja, Nigeria from 28 – 31 October, 2019 will include a special event dedicated to showcase through pictures, sharing of experiences, and expert discussions the contributions of women leaders in these institutions. Women have contributed immensely towards the development and impact of ombudsman and related oversight institutions across the globe. But this influence has remained largely unnoticed. Health-related data, which concern the most intimate information of a person, must have a special status that takes into account the potential risk of discrimination deriving from their processing. The publication “Protection of health-related data“ by the Council of Europe (CoE) gives recommendations to apply the principles of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (“Convention 108”) .

The government is becoming invisible to citizens, but remains responsible
National Ombudsman Reinier van Zutphen closes a year of exploration on 31 October with the conference "Who will participate? Citizens and government in 2030?" Prime Minister Mark Rutte was one of his discussion partners during the congress. Irish Ombudsman and IOI President Peter Tyndall led two workshops on cooperation between ombudsman organisations. With 450 participants, the conference was a success.

Protecting the rights of migrant, refugee and asylum-seeking women and girls
52% of migrants who came to Europe in 2017 were women, according to the 2017 United Nations International Migration Report. Together with children, women and girls are the other most vulnerable groups most at risk from all types of abuses including trafficking, forced marriage or sexual exploitation. Up to 94% of them were trafficked for sexual exploitation in 2016.
