The IOI mourns the loss of former IOI President William P. "Bill" Angrick II who passed away on 11 December 2025 at the age of 80.
Bill Angrick, who was born in the Panama Canal Zone, spent his formative years in Indiana, USA. After earning bachelors and masters degrees in political science, he started his career in academia at the Political Science and Public Administration faculty of Drake University in Des Moines, Iowa. His primary teaching and research areas were state and local government. In 1978, Bill Angrick was appointed by the Legislative Council of the Iowa General Assembly to serve as Citizens’ Aide/Ombudsman for the State of Iowa. In this role, which he assumed for more than thirty years, he contributed significantly to transparency, fairness and service-orientation in the public administration.
Bill Angrick devoted himself to the ombudsman concept far beyond his duties and responsibilities as Iowa Ombudsman and became a constant advocate for the need of ombudsman institutions all over the world. He held the office of President of the United States Ombudsman Association (USOA) and was also a member of the Ombudsman Committee of the Administrative Law Section of the American Bar Association (ABA). In 2004, Bill Angrick, who was then North American Regional President of the IOI, was elected IOI President. He held this position until 2009. In recognition of his outstanding service, Bill Angrick was awarded IOI Honorary Life Membership.
The IOI is grateful to its former President for his dedication and for the progress achieved under his guidance. It will never be forgotten how he managed a smooth transition process when the IOI’s headquarters moved from Canada to Austria in 2009. Bill Angrick will be greatly missed by the whole IOI community.
