Mozambique | Training of Ombudsman office on Provincial Decentralised Governance

The Provedor de Justiça (Ombudsman) and senior staff of his Office benefited from training within the framework of the operationalization of the executive bodies of provincial decentralized governance and the bodies representing the State in the Province and the City of Maputo, administered by Dr. Bisa Novela, National Deputy Director of Local Administration Development of the Ministry of State Administration and Civil Service.


The training is part of the implementation of the partnership established between His Excellency Ana Comoana, Minister of State Administration and Civil Service and the Provedor de Justiça, whose primary objective is the identification of areas of common intervention, with a view of making the Public Administration more effective and efficient.


For the Provedor de Justiça, the session was of extreme importance, since it summarized the new developments introduced by the recently approved legislative package that establishes the competencies and limits of action of the aforementioned bodies, which fall within the scope of action of the Provedor de Justiça, whose functions are undertaken in the Public Administration at central, provincial, district and local levels, as well as at municipal level, the defence and security forces, public institutes, public companies and concession holders of public services, companies with majority public capital and services for the exploitation of goods in the public domain.


In conclusion, the participants had the opportunity to gain an in-depth knowledge of the new paradigm of decentralized provincial governance characterized essentially by the operation of two administrative machinery, namely, the State Representation in the Province with the respective institutions, headed by the Secretary of State in the Province and Decentralized Provincial Governance with the respective institutions, headed by the Governor of the Province.
