CONTROL YUAN, TAIWAN | The CY's Transportation and Procurement Affairs Committee inspected the Ministry of Digital Affairs

On April 29, 2026, the Control Yuan (CY)’s Transportation and Procurement Affairs Committee Convener, CY Member Chen Chin-Jun, led a delegation of 19 CY members, inspected the Ministry of Digital Affairs (MODA) under the theme “Building a Smart Government and Strengthening Digital Governance Resilience.” The inspection aimed to understand MODA’s annual budget, key administrative and policy programs, the progress of Taiwan’s digital platform governance and legal frameworks, and to promote the effective responsiveness of digital infrastructure and service projects to societal needs.

During the meeting, the CY members raised questions on topics including: the deployment of low Earth orbit (LEO) satellites, statistics on scam patterns related to the digital reporting system, the development of “Taiwan Sovereign AI Training Corpus”, the status of satellite signal reception, the cybersecurity implications of Gaode (Amap) for Taiwan, the cybersecurity resilience of critical infrastructure, the website functionalities for reporting and querying online fraud, online protection measures for children and adolescents, Taiwan’s policies restricting the use of certain digital products, concerns regarding the AI risk management systems and the “Enforcement Rules of the Artificial Intelligence Basic Act,” benchmarks for cybersecurity protection resilience and their implementation status, and the recruitment of Taiwan’s cybersecurity talent. MODA addressed each inquiry and provided supplementary written explanations after the meeting.

Convener Chen Chin-Jun pointed out during the session that MODA should play a pivotal role in coordinating across government agencies to enhance the quality of digital public services, promote the development of the cybersecurity industry, strengthen domestic and international cyber-defense cooperation and protection of critical infrastructure, and refine cybersecurity talent training and risk management mechanisms. He also urged the ministry to upgrade fraud pattern analysis and early-warning capabilities, combat fraud at its source, deepen collaborative governance with telecommunications, financial, and digital platform operators, and improve digital anti-fraud tools and technologies.

He expressed his hope that MODA will continue to build nationwide digital resilience and cybersecurity awareness, fulfill the vision of a “Smart Technology Island, New Digital Society,” and lead Taiwan toward a safer, more convenient, and more prosperous digital future.
