Pursuant to the Constitution of Taiwan and the Additional Articles thereof, the Control Yuan (CY) independently exercises its supervisory powers, including impeachment, censure, corrective measures, investigation, and audit. It also receives people’s complaints and conducts circuit supervision of central and local government agencies in accordance with the law.
In 2025, the CY received a total of 15,546 people’s complaints, issued 254 investigation reports, passed 27 impeachment cases, and proposed 89 corrective measure cases. It also achieved fruitful results in implementing integrity-related work under the Sunshine Acts, along with the National Human Rights Commission’s efforts in promoting and safeguarding human rights. In addition, the CY actively engaged in international ombudsman affairs by hosting the 37th APOR Conference, attending the 29th FIO Conference, and receiving international visitors, thereby enhancing international understanding of Taiwan’s ombudsman system and human rights development.
The 2025 Control Yuan Annual Report has been published recently. The Annual Report highlights the CY’s major achievements in exercising its powers and summarizes six investigation case studies under three main themes: Rectifying Civil Service Conduct, Protecting the Rights and Interests of Vulnerable Groups, and Advancing Human Rights Values.
