The Commonwealth National Preventive Mechanism (NPM) has released a report as part of its monitoring role under the Optional Protocol to the Convention Against Torture (OPCAT).
The report identified several systemic issues and concerns related to the service provider transition, which impacted overall safety and security and the day to day lives and experiences of people in detention.
The report made 4 recommendations.
