AZERBAIJAN | Ombudsman attended the inauguration of a new penitentiary institution for female prisoners and juveniles

On 15 April 2022, Ms. Sabina Aliyeva, the Ombudsman of Azerbaijan, deputies, relevant state authorities, human rights defenders, and mass media outlets attended an inauguration ceremony of a new penitentiary institution for female prisoners and juveniles by the Ministry of Justice in Baku.  

The Ombudsman spoke at the inauguration ceremony, outlining law reforms implemented at the national level. Ms. Aliyeva underlined the significant role of the Presidential Order on the humanization of the punishment policy concerning persons held in penitentiary institutions dated February 10, 2017, in the protection of their rights and improvement of detention conditions.

Ombudsman said that the inauguration of new penitentiaries should be estimated as a requirement driven from the Order. It was especially stressed that the new facility met modern standards specified in the European Prison Rules and other international legal acts.

Later, the Ombudsman had talks with a group of female convicts, who had addressed to her. In conclusion, a concert with a literary and artistic program was given.
