europe | ODIHR publishes Guidance Tool on strengthening the resilience of National Human Rights Institutions

This organizational resilience Guidance Tool is designed to be used by leaders and staff of national human rights institutions (NHRIs). Drawing on the experience of NHRIs around the world, it aims to help NHRIs build and maintain long-term resilience and to respond to threats.

Part I examines the importance of organizational resilience and provides advice on the areas NHRIs can focus on to strengthen the resiliency of their institutions.

Part II discusses crisis management for NHRIs under threat and suggests some practical ways of responding to pressure and attacks.

This Guidance Tool was prepared by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). ODIHR thanks Kirsten Roberts Lyer, Associate Professor at Central European University, and Saša Janković, a human rights and security sector governance expert and former Protector of Citizens of the Republic of Serbia, for their research and initial draft.

The Office also appreciates the advice and guidance received from Julie Hodges, an expert on changes in organizations and organizational and individual resilience, and Luca Tenzi, a crisis management and organizational resilience expert.
