SPAIN | New Catalan Ombudsman appointed

The Síndic de Greuges de Catalunya (Catalan Ombudsman) has a new incumbent, Ms. Esther Giménez-Salinas i Colomer. Ms. Giménez-Salinas was elected by the Catalan Parliament on 30 June and took office on 14 July 2022.

Elected by a majority vote of the Catalan Parliament, the Catalan Ombudsman is politically independent. The Catalan Ombudsman does not appertain to any government and acts with objectivity, freedom of criteria and independence.

The Ombudsman works to ensure that persons’ rights are respected. These are rights that have a bearing on different groups and areas of activity, such as: social and economic rights, civil and political rights that affect issues such as public safety, the exercise of democracy, participation and linguistic policy, the rights of solidarity and the right to good administration.

Ms. Esther Giménez-Salinas i Colomer holds a PhD in Law (1978), has a Law Degree (1971), and she is also a graduate in Applied Psychology (1976) by the University de Barcelona. She has been president of the University Ramon Llull (2002-2012), member of the Spanish General Council of the Judiciary (1996-2001), head of Institutional Relations at the Catalan Ministry of Justice (1995-1996), deputy director of the UB Institute of Criminology (1993-1996), member of the Council of Europe's Scientific Committee on Criminal Policy (1993-1997) and Director General of the Centre for Legal Studies and Specialised Training of the Catalan Ministry of Justice (1983-1993).
