CANADA | Investigation report by the Protecteur du citoyen du Québec: a troubling reality behind bars

On May 27, 2026, Ombudsperson Marc-André Dowd released an investigation report on the management of complex cases in Québec’s detention facilities.

Some inmates are particularly vulnerable due to factors such as mental health issues or substance abuse. They may exhibit violent behaviour reflecting increasingly complex needs. In response to these behaviours, detention facilities have primarily been relying on coercive measures.

“We are concerned that the rights and dignity of inmates are being violated. A primarily coercive approach can exacerbate behavioural problems and violence, putting the entire prison environment at risk,” said Marc-André Dowd, who has issued 17 recommendations to the Ministère de la Sécurité intérieure.
