TAIWAN | Control Yuan holds performance review meeting

The Control Yuan (CY) held its 2019 Performance Review Meeting on 17 January 2020. Being the last performance review meeting held by the Members of the fifth CY as 2019 is the final year of their term, President Po-ya Chang expressed her appreciation and acknowledged the Members and the Yuan staff for their hard work, stating that credit for the recognition received in the exercise of supervisory powers is due to all.

For the whole of 2019, the various government ministries and agencies saved the state coffers a total of NT$1.51784 billion—including NT$3.29 million in reduced spending and NT$1.51455 billion in additional government annual income—by following recommendations for corrective measures proposed by the Control Yuan, primary among which was urging the National Treasury Administration, Ministry of Finance to revitalize state-owned land.

The exercise of the supervisory powers in 2019 was as follows: 10,033 people’s complaints received; 262 investigations launched; 116 corrective measures proposed with 359 letters calling for improvement sent; 18 impeachment cases proposed resulting in a total of 28 officials impeached; 41 incidents of circuit supervision conducted at the central level with 930 recommendations made; 50 incidents of circuit supervision conducted at the local level with 340 complaints accepted on-site; 10,992 cases of property declaration by public servants handled; 154 cases of recusal for conflicts of interest handled; 1,903 accounting reports of political donation handled; 147 reports of financial irregularities, dishonest conduct, inefficiencies and neglectful of duties passed on from the National Audit Office (NAO) handled; 22 corrective measures, censures, and impeachments proposed by the CY using NAO auditing reports as reference; and 9,954 complaints handled, 8,760 of which were related to human rights issues.
