HUNGARY | Commissioner for Fundamental Rights presents NPM Report 2019

In accordance with Section 3 on Act CXLIII on 2011 on the Promulgation of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as of 1 January 2015, the Commissioner for Fundamental Rights performs the tasks of the National Preventive Mechanism.

Commissioner Dr. Ákos Kozma shares with you the "Comprehensive Annual Report of the Commissioner for Fundamental Rights on the Activities of the OPCAT National Preventive Mechanism in 2019".

The Commissioner for Fundamental Rights has continued the established practice of on-site inspections and personal visits over Hungary in order to survey the measures taken for the prevention of the Coronavirus pandemic and monitor other issues relevant to the office’s OPCAT NPM mandate. Following the more than 40 visits carried out during the first wave of the pandemic, the Commissioner has met national and county police chiefs and inspected additional correctional facilities and prison establishment, as well as children’s homes. The Commissioner also paid a visit to several schools to monitor the operation of the newly created school guard system that started its operation on 1 September 2020.
