Annual Report on the activities of the National Mechanism for the Prevention of Torture in 2022
On 18 December 2022, 20 years had passed since the adoption, by the UN General Assembly, of the Optional Protocol to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Thanks to the implementation of the OPCAT into the Polish legal system, the National Mechanism for the Prevention of Torture has been operating in Poland for nearly 15 years already as part of the Office of the Commissioner for Human Rights.

Toronto’s Ombudsman reports on first year of office’s new Housing Unit, underscores human right to housing
On 19 July 2024, Toronto’s Ombudsman Kwame Addo released an update on the work his office’s new Housing Unit has done during its first year of operation. Established in July of 2023, the Housing Unit at Ombudsman Toronto investigates and reviews the planning and delivery of the City of Toronto’s housing services, policies, and programs to make sure they are fair and uphold Torontonians’ human right to adequate housing.

Reminder - Invitation to participate in a survey for the OPRAS project
The Northern Ireland Public Services Ombudsman and Professor Chris Gill (University of Glasgow) are conducting a joint research project examining the role of ombudspersons in the protection of refugees and asylum seekers (the OPRAS project). The corresponding survey, whose aim is to understand the work of ombudspersons in this area and to identify good practice, is still open until 27 September 2024. You can now also download the survey in Word format to facilitate its completion where more than one individual is completing it.

On 8 July 2024, the Parliamentary Ombudsman, Judge Emeritus Joseph Zammit McKeon, presented the Annual Report 2023 to the Speaker of the House, Anglu Farrugia. Throughout 2023, the Office of the Ombudsman focused on enhancing its working relationship with the public administration. It adopted an open-door policy, reaching out to the public and government entities alike.

Ombudsman for Children expresses despair at situation facing children in care
On Monday, 8 July 2024, the Ombudsman for Children, Dr Niall Muldoon, expressed his despair at the last volume of case reports published by the Child Law Project. He has also expressed serious concern about the fact that the Child Law Project has not been re-commissioned, and fears that this indicates the shutting down of open communication between the courts and the public in relation to children in care.

Whistleblowing on the rise, growing number of complaints
The last week of June marks World Whistleblower Day and Chief Ombudsman Peter Boshier says he is very heartened to know that people seem to feel more comfortable about reporting issues. In 2022/2023 the Chief Ombudsman received 128 protected disclosures and enquiries, which was an 80% increase from the previous year (with 71 received in 2021/22).

Ombudsperson report calls on BC government to address systemic mismanagement in temporary assignment hirings
Awarding temporary public service jobs to 64 ineligible people over a 10-year period represents systemic mismanagement and wrongdoing by BC’s Public Service Agency, Ombudsperson Jay Chalke said on 24 June 2024. In a public report delivered under the Public Interest Disclosure Act, BC’s whistleblowing legislation, Chalke said his office’s investigation showed this practice had a variety of negative effects.
