Due to the outbreak of COVID-19, in order to monitoring the situation of preventive measures against spread of the virus in the country the members of the National Preventive Groupn (NPG) of the Ombudsman of Azerbaijan has conducted monitoring in numerous facilities of the Penitentiary Service of the Ministry of Justice of the Republic of Azerbaijan all over the country, as well as in the center of detention for the administratively arrested persons of the Ministry of Internal Affairs of the Republic of Azerbaijan.

Covid-19: states of emergency and democratic values - New contribution to the debate
On 26 May 2020 five members of the Council of Europe’s Venice Commission have published a new report on the respect for democracy, human rights and the rule of law during states of emergency. The Commission has previously produced general reports and country-specific opinions on both constitutional provisions and emergency legislation; a recent compilation of the Commission’s work in this area provided guidance into its specific findings.

COVID-19 pandemic - urgent steps needed to protect the rights of prisoners
Council of Europe Commissioner for Human Rights Dunja Mijatović calls on member states to safeguard the rights and health of all persons in prison during the COVID-19 pandemic. Convicted prisoners and persons on remand are among those most vulnerable to viral contagions as they are held in a high-risk environment: in general, detention facilities are not adapted to face large-scale epidemics, and the basic protective measures such as social distancing and hygiene rules cannot be observed as easily as outside, exposing prisoners to greater health risks.

Ombudsman encourages youth for protection of the environment
Azerbaijan Child and Peace Network (ACYPN) and the Resource Center of the Ombudsman on Child Rights held an event on the occasion of 5 June- World Environment Day as previous years. The aim of the event was to educate children in the spirit love to the environment, efficient use of our natural resources, shaping their ecological consciousness, also preservation of biological diversity.

Ombudsman inquiry into the use of EU funds in relation to institutional care, against backdrop of COVID-19 pandemic
The Ombudsman opened an own-initiative inquiry into the role of the Commission in ensuring that member state governments use EU funds with a view to promoting independent living for persons with disabilities and older persons, and transitioning away from residential care institutions. The inquiry takes place against the background of the COVID-19 pandemic, which had devastating consequences for people in these institutions.

Ombudsman of the Republic of Sierra Leone presents annual report
The Ombudsman of the Republic of Sierra Leone, Leon Jenkins-Johnston Esq. presented the Ombudsman's Annual Report for 2018 and the first half of 2019 to His Excellency, Rtd. Brig. Julius Maada Bio at State House. In 2018, 532 complaints were lodged in his office of which 330 were concluded.

The government is becoming invisible to citizens, but remains responsible
National Ombudsman Reinier van Zutphen closes a year of exploration on 31 October with the conference "Who will participate? Citizens and government in 2030?" Prime Minister Mark Rutte was one of his discussion partners during the congress. Irish Ombudsman and IOI President Peter Tyndall led two workshops on cooperation between ombudsman organisations. With 450 participants, the conference was a success.

Ombudsman receives a large number of complaints related to the state of emergency
The Office of the Parliamentary Ombudsman has received more than 100 complaints related to the state of emergency and the coronavirus pandemic. The complaints have concerned all branches of administration. Many of the complaints are related to health care, social welfare and social insurance. The Office has also begun working on several issues at its own initiative.
