The Universal Rights Group (URG) and the Commonwealth Secretariat published a policy brief within a series of publications exploring how universal human rights standards are translated through the actions of governments, parliaments, NHRIs and NGOs. The URG is a small, independent think tank situated in Geneva and dedicated to analysing and strengthening global human rights policy.

During the reporting year, 49,961 citizens and representatives of organisations received assistance from the Ombudsman whereas 13,762 complaints and signals were finalised. Moreover, 53 NPM inspections took place in 2019.

The Office of the Ombudsman of Malta received a request for cooperation from the Office of the Spanish Defensor Del Pueblo concerning an unaccompanied minor who was given shelter in Malta after departing from Libya, and who claimed to have been separated from his family who were residing in a centre in Malaga.

Ombudsman sends suggestions to make the suspension of tax executions effective
The Ombudsman suggested adaptations of procedures to ensure effective suspension of the practical effects of all tax enforcement proceedings in relation to seizures (or other coercive acts) on the part of the Tax Authority, the Social Security Executive Chambers and the third parties responsible for complying with them, in the cases of banks, paying entities (of salaries or pensions) and debtor entities (of credits of those executed).
