Case study: claims of unfair promotion practices in the armed forces of Malta
A Major in the Armed Forces of Malta (AFM) lodged a complaint after he was not promoted to the rank of Lieutenant Colonel despite meeting the eligibility criteria. He claimed the selection process for the promotion was flawed and that he suffered an injustice as a result. The investigation by the Parliamentary Ombudsman of Malta examined the selection process used for promotions from Major to Lieutenant Colonel within the AFM.

The Greek Ombudsman investigates the Pylos shipwreck case
An independent investigation is initiated by the Greek Ombudsman on the Pylos shipwreck incident. The Ombudsman, Mr. Andreas Pottakis, addressed two letters to the Commandant of the Hellenic Coastguard requesting a thorough internal investigation on any acts or omissions by Coastguard officers in connection to the tragic incident of 14 June 2023.

13th IOI World Conference inaugurated in The Hague
The 13th IOI world conference started on Wednesday, 15 May 2024 in The Hague. After giving his opening speech, His Majesty the King of the Netherlands revealed together with the future generation three paintings on the theme of the conference: working together for our tomorrow. This was followed by the speech of the keynote speaker, Ian Buruma, with the title: We Are the People: Citizenship, Identity and the Nation-State.

MOU extension signed between the Ombudsman of the Republic of Indonesia and the Ombudsman of the Kingdom of Thailand
On 8 November 2023, Mr. Somsak Suwansujarit, Chief Ombudsman of the Kingdom of Thailand, and Mr. Mokhammad Najih, Chairman of the Ombudsman of the Republic of Indonesia, signed the extension of the Memorandum of Understanding on bilateral cooperation between the two sides in Yogyakarta, Republic of Indonesia.

Reminder - Invitation to participate in a survey for the OPRAS project
The Northern Ireland Public Services Ombudsman and Professor Chris Gill (University of Glasgow) are conducting a joint research project examining the role of ombudspersons in the protection of refugees and asylum seekers (the OPRAS project). The corresponding survey, whose aim is to understand the work of ombudspersons in this area and to identify good practice, is still open until 27 September 2024. You can now also download the survey in Word format to facilitate its completion where more than one individual is completing it.

The review focused on understanding DCJ’s complaint handling system, the foundational elements underpinning it and how well it is operating in practice.

Ombudsman’s recommendations to address issues arising from the implementation of “Universal Coverage for Emergency Patients” policy
The Universal Coverage for Emergency Patients is a government policy presented to the parliament by the Council of Ministers. The Council of Ministers has approved the criteria, methoos, and conditions for determining costs associated with treating critical emergency patients under the UCEP policy. As this policy involves multiple government agencies and ministries, the Thailand Ombudsman’s fact-finding results and recommendations have been submitted to the Prime Minister for review and appropriate action.

Annual Report on the activities of the National Mechanism for the Prevention of Torture in 2022
On 18 December 2022, 20 years had passed since the adoption, by the UN General Assembly, of the Optional Protocol to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Thanks to the implementation of the OPCAT into the Polish legal system, the National Mechanism for the Prevention of Torture has been operating in Poland for nearly 15 years already as part of the Office of the Commissioner for Human Rights.

Public Protector South Africa releases reports on investigations it concluded in the second quarter of this year
The Public Protector South Africa (PPSA) on 30 September 2024 issued its reports based on investigations conducted in the second quarter of the 2024/25 financial year. During this period, the PPSA received 1,489 new complaints, of which 756 were early resolution, 641 related to a lack of service delivery, while 92 were in respect of allegations of maladministration and related improprieties in the conduct of state affairs.
