Outgoing Ombudsman Calls for Legislative Reform
Rosemary Agnew, one of Scotland’s leading public figures, has called for legislative reforms as she prepares to step down after eight years as the Scottish Public Services Ombudsman (SPSO). Throughout her time leading the organisation, she has repeatedly highlighted the need to modernise SPSO legislation to enable the Ombudsman to better serve the public and improve accountability in public services. Significantly, she has called for changes in how complaints are made to the SPSO and the ability to investigate complaints under her own initiative.

CY Urges VAC to Rectify Waste and Pesticide Violations at Its Affiliated Farms and to Uphold Environmental Responsibilities
The Fushoushan Veterans Farm, affiliated to the Veteran Affairs Council, was found to have committed violations in the handling of business waste. In addition, both Fushoushan and Wuling Veterans Farms were found to have engaged in improper pesticide use. On March 20, 2025, the Control Yuan Committee on Foreign and National Defense Affairs approved the investigation report submitted by CY members Fan Sun-Lu, Lin Wen-Cheng, and Upay Radio Kanasaw.

Ombudsman recommends solutions to Office of Children’s Services
Alaska State Ombudsman Kate Burkhart made seven recommendations to the Alaska Department of Family and Community Services, Office of Children’s Services (OCS), after an ombudsman investigation. The investigation was prompted by a complaint from a foster parent, who alleged OCS conducted an unfair investigation into a Protective Services Report, failed to seek timely mental health services or placement for a child, and made an inappropriate placement decision. The investigation revealed that OCS struggled to find effective solutions for a youth with complex needs and challenging behaviors.

Ombudsman probes Highways Department’s work on repair and maintenance of public roads
The Ombudsman, Mr Jack Chan, on 11 April 2025 announced the launch of a direct investigation operation to examine the work of the Highways Department (“HyD”) on the repair and maintenance of public roads, in particular the prevention of serious road subsidence incidents.

Connecting Ombudsman Procedures and Citizens: Advancing Public Engagement and Accessibility in Hungary
The Office of the Commissioner for Fundamental Rights of Hungary has successfully implemented the IOI-supported regional subsidy project “Connecting Ombudsman Procedures and Citizens”. The two-phase initiative aimed at strengthening public awareness of the Ombudsman’s work, particularly in the field of disability rights, and at familiarizing the public with the network of newly established regional offices.

Best Practice Paper on Ombudsman outreach practices
The IOI presents a new Best Practice Paper on “Outreach practices from Ombudsman around the world”. The paper builds on the regional exchange prior to and during the 13th IOI World Conference and reflects the results of this exchange among IOI members. It was developed by the office of the National Ombudsman of the Netherlands and presents outreach practices from IOI members across various countries.

Ombudsman Grace Tikambenji Malera has challenged Public Officers in the country to exercise their duties and functions in a proper, fair, just, reasonable and lawful manner; further to accounting for their decisions or actions. Malera made the call in a presentation she made during a webinar organized by the University of Malawi (Unima).

OCI’s Latest Annual Report Issues Groundbreaking Investigations into the Experiences of Maximum-Security and Life-Sentenced Prisoners in Canada
The 2023-24 Annual Report of the Office of the Correctional Investigator (OCI) was tabled in Parliament on October 29, 2024. The Office’s latest Annual Report breaks new ground in two national-level investigations examining conditions of confinement in male stand-alone maximum-security penitentiaries and on the experience of persons serving a life (or indeterminate) sentence in Canada, a sentence that has no end date.

The NSW Ombudsman’s report - Review of the DCJ Complaint System in respect of its Aboriginal Child Protection functions, was tabled in Parliament on 6 November. The report follows a comprehensive review of the Department of Communities and Justice (DCJ) system for handing complaints from, or involving, Aboriginal families in the child protection system. The review focused on understanding DCJ’s complaint handling system, the foundational elements underpinning it and how well it is operating in practice.

ACRC Announces “2025 Basic Plan for Comprehensive Integrity Assessment of Public Institutions”
The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Ryu Chul Whan) finalized the 2025 Basic Plan for the Comprehensive Integrity Assessment of Public Institutions on the 24th of February 2025. A comprehensive integrity evaluation will be conducted for all local councils this year to focus efforts on improving entrenched corruption-prone areas in local settings. The final plan for the comprehensive integrity assessment will be confirmed after gathering opinions from various institutions with the results to be announced in December 2025.

Urgent need for review of special needs youth placement in adult facilities per CRC
Based on Ministry of Health and Welfare (MOHW) data, the number of children with developmental, physical, or mental disabilities placed outside their families rose to 1,243 in 2023. Of these, 176 cases (15%) were housed in adult care facilities, which have been unable to meet the children's social adaptation and peer interaction needs, thus failing to adhere to the Convention on the Rights of the Child (CRC).
