Mettant en évidence le fait qu'au Québec, l'organisation des services en santé mentale s'est faite sans tenir compte des spécificités du milieu carcéral, le rapport constate des lacunes majeures dans l'accessibilité et la continuité des services de santé et des services sociaux aux personnes incarcérées éprouvant des problèmes de santé mentale.
