On 17th May 2012, the Portuguese Ombudsman, Alfredo José de Sousa, delivered to the President of the Parliament his Annual Report of Activities concerning the year of 2011. A decree of the Ministry for Justice stipulated that persons in pre-trial detention may have uncontrolled contact in writing and on the phone with their lawyers.
