El Presidente de la CNDH afirmó que 2018 fue un año crítico para los derechos humanos, donde las quejas referidas a salud, así como a las cuestiones relativas a la seguridad y justicia, fueron las áreas donde las personas acusaron mayores afectaciones a sus derechos.
