On 18 August Judge Boshier was appointed as Chief Ombudsman of New Zealand. He will succeed Dame Beverley Wakem and take up that role and terminate his position as Law Commissioner on 10 December this year.

Information Bulletin July 2015
The July bulletin reflects important activities of the Public Defender and his office. You will learn about the Public Defender’s annual report presented to the Parliament, where Ucha Nanuashvili talked about the situation of human rights in the country and answered the MP’s questions. As per the Parliament’s decree, the Human Rights Committee will monitor implementation of the recommendations included in the Public Defender’s report.

Romanian Constitutional Court reinstates People's Advocate
In recent weeks, a lasting crisis concerning the People's Advocate of Romania came to a head. Earlier this year, in May, the Romanian Parliament had taken the unprecedented and legally controversial step to reject the last three annual reports of the People’s Advocate. Subsequently, on 16 June, the Parliament voted to dismiss the incumbent, Ms Renate Weber, for alleged violations of the law. This week, the Romanian Constitutional Court ruled on a challenge to this dismissal and found it to be unconstitutional.

Denying Patients the free Entitlement to Medicines is causing an Injustice that needs to be remedied
The report is on four cases that the Commissioner for Health investigated and about which he is at an impasse with Department of Health for the last two years. One case concerns a Type 2 diabetic patient who had been prescribed Glargine Insulin by his Consultant Diabetologist. The Department’s policy is to give this type of insulin only to Type 1 patients, and, therefore, the patient was denied the treatment needed. There must be, of course, other patients with the same predicament.

The Ombudsman of Hong Kong announced the launch of two own-motion investigations
The Ombudsman, Ms Winnie Chiu, announced the launch of two direct investigations. The investigations will examine the requirements of the Transport Department (TD) for the physical fitness certification of driving licence applicants/holders and the Government’s enforcement against unauthorised building works (UBWs) in New Territories Exempted Houses (NTEHs).

Prof. Lipowicz leaves office as Human Rights Defender
On 7 August 2015 the Senate approved the appointment of Dr. Adam Bodnar as seventh Polish Human Rights Defender. Mr Bodnar, who will take office after having taken the oath before the Sejm (Parliament), will succeed Prof. Irena Lipowicz. On behalf of the international Ombudsman community, the IOI would like to thank Prof. Lipowicz for the valuable and significant contributions she made as a member of the IOI Board of Directors.

June information bulletin of the Public Defender
The Public Defender has presented June information bulletin about the efforts of the Public Defender's Office. The key topic in the information bulletin is the visit and important meetings of the Public Defender and his delegation to Brussels. The ongoing events of Georgia, situation in human rights, threats in conflict regions and many sensitive and painful issues of our population were discussed at the meetings held in NATO, the European Parliament, the European Commission and the Open Society European Policy Institute of Brussels.
