New Zealand elected to lead regional group
New Zealand’s Chief Ombudsman, Peter Boshier, has been elected to an important international role following a meeting last month of some 20 regional ombudsmen. From April next year, Mr Boshier will be the Regional President of IOI’s Australasian and Pacific Ombudsman Region (APOR). He already serves as one of three APOR Board Directors.

ExCom holds first mid-term meeting by electronic means
On 17 October 2017 the IOI Executive Committee (ExCom) held its first mid-term meeting by electronic means. In a videoconference the members of the Executive Committee discussed the progress of projects decided and approved by the IOI Board of Directors in Vienna in April 2017.

Control Yuan urges Executive Yuan to establish comprehensive new immigrant policy
The Control Yuan has called for the Executive Yuan and all government agencies under it to formulate a comprehensive new immigrant policy that is in line with the Constitution and related international human rights conventions and that takes into account demographic trends in the country.

Public Services Ombudsman for Wales publishes quarterly Casebook and Code of Conduct Casebook
The latest edition of the Public Services Ombudsman for Wales’ Casebook is now available. This edition contains summaries of reports issued by the Ombudsman between October and December 2017, including two public interest reports. Issue 15 of the Code of Conduct Casebook has also been published and contains summaries of investigations into complaints that members of local authorities have broken their code of conduct.

Cases of death in social and children’s care homes - Ombudsman requests inquiries
In the opinion of the Commissioner for Fundamental Rights, the state does not completely fulfill its obligations, as the cases of deaths in residential care homes are not automatically followed by objective, professional inquiries, independent from the age of the deceased person and the maintainer of the institution. In his report, Ombudsman László Székely requested the Minister of Human Capacities to act as soon as possible.

Human Rights Defender publishes reports on human rights situation
Over the last year, the Human Rights Defender of Armenia published various reports and legal analyses on its activities and the general human rights situation in 2016. A list of all available reports has now been completed, including documents available in English and/or French.

Victorian Ombudsman tells Council to ease up on treatment of vulnerable people over parking fines
Maribyrnong City Council has treated disadvantaged people harshly by refusing to cancel parking fines in cases where exceptional circumstances justified cancellation, the Victorian Ombudsman has found. Ombudsman Deborah Glass said the council’s practices were lacking in fairness and discretion when compared with five other metropolitan councils.

Public Services Ombudsman published quarterly Casebook and Code of Conduct Casebook
Issue 30 of the Public Services Ombudsman for Wales’ Casebook (July – September 2017) has been published. The Casebook is a collection of summaries of cases dealt with in the previous quarter. This month also sees the 14th edition of the Code of Conduct Casebook which contains summaries of cases about councillors who have broken their authority’s code of conduct.

Laws do not allow preventing corruption in local governments
The Chancellor of Justice, Ülle Madise, addressed the Constitutional Committee of the Riigikogu to initiate changing the laws that in their current wording do not allow sufficiently preventing or restraining corruption in cities and rural municipalities.

Ombudsman publishes latest issue of Annual Report
The Ombudsman of Hong Kong released to the public her Annual Report 2017. The Report noted that most government departments are receptive to the recommendations for improvement made by the Office of The Ombudsman to address their inadequacies. The Report also highlighted the increasing number of complaints about access to information in the past few years. The number of related cases the Office received during the past year was at a record high.
