Researches on education management over the past 20 years have shown, that the first 5 years of life are the critical period to form a foundation of human personality. The Office of the Ombudsman investigated early childhood developement centers and found significant shortcomings.

Ombudsperson voice criticism over reception conditions in Kybartai Foreigners’ Registration Centre
After a visit to Kybartai Foreigners’ Registration Center, the Head of the Seimas Ombudsmen’s Office, Erika Leonaitė, published an NPM report. The Seimas Ombudsperson concludes that all the conditions applicable to foreigners in Kybartai FRC are equivalent to inhuman or degrading treatment prohibited under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
