    Outgoing Ombudsman Calls for Legislative Reform

    Rosemary Agnew, one of Scotland’s leading public figures, has called for legislative reforms as she prepares to step down after eight years as the Scottish Public Services Ombudsman (SPSO). Throughout her time leading the organisation, she has repeatedly highlighted the need to modernise SPSO legislation to enable the Ombudsman to better serve the public and improve accountability in public services. Significantly, she has called for changes in how complaints are made to the SPSO and the ability to investigate complaints under her own initiative.

    Queensland Ombudsman publishes new casebook for public sector

    On 30 April 2025, the Queensland Ombudsman published its report, Casebook 2025: Helping agencies to improve decision-making. This is the fifth issue of its annual casebook series that provides summaries of complaints this Office has investigated, including the outcomes. It also provides further insights for the agencies involved to consider improving their procedures and processes.

    David Baele appointed as new President of Ombudsman.be

    The Board of Directors of Ombudsman.be has appointed Federal Ombudsman David Baele as the new President of the Belgian Network of Ombudsmen. He succeeds Marc Bertrand. The network will continue to strengthen cooperation and make ombudsman services even more accessible to citizens and businesses, helping them more easily to find the right ombudsman when facing issues with public services or companies.

    CY Urges VAC to Rectify Waste and Pesticide Violations at Its Affiliated Farms and to Uphold Environmental Responsibilities

    The Fushoushan Veterans Farm, affiliated to the Veteran Affairs Council, was found to have committed violations in the handling of business waste. In addition, both Fushoushan and Wuling Veterans Farms were found to have engaged in improper pesticide use. On March 20, 2025, the Control Yuan Committee on Foreign and National Defense Affairs approved the investigation report submitted by CY members Fan Sun-Lu, Lin Wen-Cheng, and Upay Radio Kanasaw.

    The Ombudsman, Mr Jack Chan, on 11 April 2025 announced the launch of a direct investigation operation to examine the work of the Highways Department (“HyD”) on the repair and maintenance of public roads, in particular the prevention of serious road subsidence incidents.

    Best Practice Paper on Ombudsman outreach practices

    The IOI presents a new Best Practice Paper on “Outreach practices from Ombudsman around the world”. The paper builds on the regional exchange prior to and during the 13th IOI World Conference and reflects the results of this exchange among IOI members. It was developed by the office of the National Ombudsman of the Netherlands and presents outreach practices from IOI members across various countries.

    Connecting Ombudsman Procedures and Citizens: Advancing Public Engagement and Accessibility in Hungary

    The Office of the Commissioner for Fundamental Rights of Hungary has successfully implemented the IOI-supported regional subsidy project “Connecting Ombudsman Procedures and Citizens”. The two-phase initiative aimed at strengthening public awareness of the Ombudsman’s work, particularly in the field of disability rights, and at familiarizing the public with the network of newly established regional offices.

    Joint statement from expert meeting on strengthening independence of national human rights institutions in OSCE region in Warsaw

    First international conference for NHRIs and ombuds institutions

    In 2024, the Basque Ombudsman, Manuel Lezertua, together with the President of the IOI European Region, visited Strasbourg. The purpose of their visit was to revive the practice of organizing conferences for ombuds institutions, a tradition that had previously been upheld by the Commissioner for Human Rights.
