Con la publicación de este nuevo informe anual 2016 del Registro Nacional de Casos de Tortura (RNCT) se cumplen 6 años desde su creación y puesta en funcionamiento. Los desafíos que se asumieron por parte de las tres instituciones que impulsaron su constitución y sostuvieron durante estos años la labor del Registro fueron varios y relevantes en el marco de la defensa de los derechos humanos de las personas que selectiva y discrecionalmente son capturadas por las distintas agencias del sistema penal.

A total of 1991 complaints were received in the 2nd quarter of 2017, which is 54 less than in the same period last year. The ombudsman was approached by 1373 persons in matters falling within her competence under the law, which is 46 more than in the second quarter of the past year. Thus, the proportion of complaints falling within the Ombudsman’s mandate increased to 68% (the figure for the last year was 66%).
