The Constitutional Court repealed the provisions of the Mental Health Act at the Ombudsman’s request
The Constitutional Court of the Republic of Slovenia repealed a part of the Mental Health Act at its session on 10 June 2015. The third sentence of the second paragraph of Article 74 is repealed, namely the provision defining that on behalf of a person who has been deprived of their capacity to conclude contracts, consent for admission to a secure ward is given by a legal representative. It also repealed the third sentence of the third paragraph of Article 74 of this Act, i.e. the provision regulating that only the legal representative of the person in a secure ward may withdraw such consent at any time or request that the person be released from the ward.

Ombudsman Office meets with representatives of the CoE
A meeting with Regis Brillat, Head of the Department of the European Social Charter of the Council of Europe (CoE), and Zoltan Hernyes, Head of the CoE Azerbaijan Office, was held at the Azerbaijan Ombudsman Office. Both sides presented their work carried out for the protection of human rights and freedoms and discussed the possibility of conducting joint trainings on the European Social Charter.

Post-hurricane support for the Caribbean region
Following the devastating hurricanes that severely affected many islands in the Caribbean region during the month of September of this year, the IOI Executive Committee approved a one-time € 8000.00 emergency subsidy. Some of the hardest hit islands in the region include: Antigua & Barbuda, Sint Maarten, British Virgin Islands, Puerto Rico, United States Virgin Islands and Dominica.

UN CAT calls to establish NHRI by increasing powers of the Ombudsman
The Czech Republic received the final recommendations of the UN Committee Against Torture (hereinafter the “Committee”) based on the examination of the Sixth Periodic Report of the Czech Republic evaluating the implementation of obligations under the UN Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. The Committee received five reports from NGOs and requested also a statement from the Ombudsman.

The IOI was represented by its President and Irish Ombudsman Peter Tyndall.
